Attorney Scipione is a founding partner at Scipione & Kovalcin. Mr. Scipione’s practice focuses on contracts, business planning, real estate, and oil and gas matters. He has been featured on several oil and gas related panels, is a consultant at Bucknell University on historical land records, and began teaching a course at Penn State University in the Spring of 2013 on oil & gas land title. He has worked with the oil & gas industry and on behalf of landowners, and has negotiated sales, purchases, leases, and pipeline right-of-way. Mr. Scipione has also successfully litigated numerous quiet title actions and the Dormant Oil & Gas Act and has practiced in over 25 Pennsylvania counties.
Prior to opening Scipione & Kovalcin, Joseph practiced law and was a partner at Thompson Law Offices, LLC., in Philipsburg, Pennsylvania. He is a graduate of Penn State University Dickinson School of Law. Mr. Scipione is a member of the Pennsylvania Bar Association, Clearfield County Bar Association and Centre County Bar Association. He is licensed to practice law in the Commonwealth of Pennsylvania.
Attorney Kovalcin is a founding partner at Scipione and Kovalcin. Mr. Kovalcin’s practice focuses primarily on real estate, Pennsylvania Game violations, landlord/tenant, debt collections and elder law (including wills and trusts).
Prior to establishing this firm, Michael attended Lock Haven University where he received his B.A. in Criminal Justice. After college he attended Thomas M. Cooley School of Law and graduated Magna Cum Laude. After law school Mr. Kovalcin moved back to Central Pennsylvania where he helped found Scipione & Kovalcin, P.C. Mr. Kovalcin is a member of the Pennsylvania Bar Association. He is licensed to practice law in the Commonwealth of Pennsylvania.
Attorney Topinka’s main practice area is Family Law. Barbara graduated with honors from William Paterson University, earning her B.A. in Political Science and went on to graduate from Liberty University of Law where she excelled in area of Family Law.
Barbara received the Liberty University School of Law Juvenile & Family Law Award and earned the Family Law Section Award from the Virginia State Bar Association. Barbara served as a Court Appointed Special Advocate and was recognized by the CASA organization for her outstanding work in this field.
Barbara has been inducted into the National Political Science Honor Society and the National Criminal Justice Honor Society.
Barbara is a member of both the Pennsylvania and New Jersey Bar Associations and is licensed to practice law in the Commonwealth of Pennsylvania and the state of New Jersey.
